The Town Attorney for Chestertown since 1997, Prof. Barroll has been a general practitioner of the law for more than thirty-five years. He has extensive experience in civil and criminal litigation in both state and federal courts.
Prof. Barroll is well-versed in the negotiation, preparation and interpretation of contracts, real property law, the creation and structuring of business entities, and the purchase and sale of businesses. He represents nearly three dozen businesses and non-profit organizations in the area, including marinas, retail stores, manufacturers, construction companies, volunteer fire companies, churches, a bank, a mobile home park, a restaurant, farmers and physicians.
Community service activities over his career number nearly 30 board memberships including Chesapeake College Foundation, Chester River Health Foundation, the Humane Society of Kent County and Historical Films, Inc., a non-profit corporation which produces films for the National Park Service and state parks.
He has handled eighteen appeals in Maryland appellate courts, and six of his cases have been published in the official reports due to their precedential value. Presently serving as the Chairman of the Kent County Ethics Commission, he recently retired as a Major in the Judge Advocate Corps of the Maryland Defense Force, of the State Guard.
